A lot of players go deeper into Water Treatment Control first, which is understandable, but it just wastes time and makes the run riskier. In Buried City, Piazza Roma is only the starting point. Find the building with the Convinio at ground level, then think vertically. The researcher's flat isn't in the shops, the plaza, or the first few rooms you can reach. Get inside and keep taking stairs or any open internal route that leads up. You'll usually know you're on the right track when the building starts opening onto upper landings and roof access. Don't rush the last climb, though. Footsteps above you can sound like they're in the same room, and roof crossings leave you with very few places to duck away. Once you reach the top section, cross into the connected upper structure and search the interior rooms. Look for computers, terminals, and work equipment rather than ordinary furniture. The tracker may confirm that you reached the upper floor before it confirms the data interaction, so don't assume the job's finished just because one objective updates.
